XENIA — The Honorable Adolfo A. Tornichio, Greene County Juvenile Court Judge, has announced that the the Miami Valley Juvenile Rehabilitation Center (MVJRC) was found to be in compliance during their 2016 Federal Audit with all Prison Rape Elimination Act applicable standards.
The Miami Valley Juvenile Rehabilitation Center is a Community Correctional Facility funded by the Ohio Department of Youth Services and is under the jurisdiction and direction of Judge Tornichio, at the Greene County Juvenile Justice complex at 2100 Greene Way Blvd. in Xenia. The complex also includes the Greene County Juvenile Court and Juvenile Detention Center.
MVJRC is a thirty bed residential facility serving both male and female felony offenders referred and placed pursuant to court orders in lieu of commitment to the juvenile prison system of the Ohio Department of Youth Services. The facility provides services to qualifying Ohio youth, with a focus on the following ten consortium counties: Adams, Brown, Champaign, Clark, Fayette, Greene, Highland, Logan, Madison and Union.
Cary Stanley, Operations Manager is the PREA Compliance Manager responsible for PREA compliance. Other professionals playing significant roles in the compliance process included: Mike Higgins, Director; Tawnya Henry, Program Manager; Melody Anderson, Business Manager; Terri Green, Intake Officer; Josh Bedink and Ron Hightower, Program Supervisors; Rob Martin, Nurse; Al Cowen, James Crafton, Mental Health Therapists; Emily Emery, Administrative Assistant; Youth Leaders, Shawn Brooks, Travis Camp, Brand Copfer, Joe Foster, Rich Murphy, Kristin Smathers.
The Prison Rape Elimination Act (PREA) was passed in 2003. The purpose of this act was to “provide for the analysis of the incidence and effects of prison rape in Federal, State and local institutions and to provide information, resources, recommendations and funding to protect individuals from prison rape.” This law applies to all public and private institutions that house adult and juvenile offenders.
All confinement facilities covered under PREA standards must be audited at least every three years to be considered compliant with the PREA standards. The Federal Audit was conducted using an instrument developed by the PREA Resource Center in conjunction with the Department of Justice. All PREA auditors are certified by the Department of Justice.
